1. Authorization for the Electronic Market of Public Administration (MEPA)

Tomaino Srl is authorized for the Electronic Market of Public Administration (MEPA), the official platform managed by Consip for PA procurements.

Public bodies can make purchases through:

  • Direct Purchase Order (ODA);
  • Request for Quotation (RDO);
  • Direct Negotiation (TD), where applicable.

Product availability and applicable conditions are those published on the MEPA platform or agreed upon within the scope of the individual procurement procedure.

2. Scope of supply

Supplies may concern, by way of example:

  • Municipalities and Associations of Municipalities;
  • Territorial and institutional public bodies;
  • Schools, educational institutions, and universities;
  • ASLs, healthcare organizations, and public facilities;
  • other bodies and organizations subject to the Public Contracts Code.

3. Alternative purchasing methods

Where permitted by legislation and the internal procedures of the entity, it is also possible to proceed through:

  • request for a quote;
  • direct off-platform order, subject to written agreement.

4. Electronic invoicing to the PA

For all supplies intended for the Public Administration, Tomaino Srl issues electronic invoices in accordance with current legislation.

The purchasing entity is required to provide:

  • Unique Office Code (SDI);
  • any CIG and CUP, if required;
  • complete and correct billing data.

In the absence of mandatory data, the invoice cannot be issued, and payment terms will remain suspended.

5. VAT, exemptions, and subsidized regimes

Supplies to the Public Administration may benefit from subsidized VAT regimes or exemption only in cases provided for by current legislation.

The application of the correct rate is subject to prior verification of the documentation provided by the entity and, if necessary, the outcome of the MEPA procedure.

6. Quotations and large supplies

For supplies of significant value, high quantities, or particular logistical needs, a customized quote can be requested.

Quotations may include:

  • dedicated economic conditions;
  • agreed delivery times;
  • pallet shipments for bulky products;
  • specific delivery methods.

7. Shipping and delivery

Shipping and delivery methods for the Public Administration follow what is indicated in the Shipping and Delivery section of the website, unless specific agreements are formalized in writing or particular conditions are provided for by the MEPA procedure.
